Mrs. Cîrstea has 28 years experience within the central public administration and extensive experience in the field of the European affairs, international law, human rights, harmonization of law, public policies, labour legislation, project management, social assistance (focused on the rights of persons with disabilities, children’s rights, gender equality, domestic violence, gender based violence, sexual exploitation and human trafficking) and now ensure the coordination of the activity of the national Helpline with unique non-stop number 0800 500 333 for victims of domestic violence, gender discrimination and human trafficking.
Also, was deeply involved in the coordination process on the Istanbul Convention ratification and further implementing within the internal legal framework (2014-2019) and managed the implementation of one major national project(VENUS) that developed a number of 126 integrated social services as component of the structural reform in the field of GBV specialised services, through the establishing of the National Programme for the protection of the domestic violence victims and a national network of 42 protected houses for these victims with alternative services of 42 support groups and 42 vocational orientation offices( GD no.559/2021).
Monaliza played the primary role in the coordination of the Working Group amending the Law no. 217/2003 for the prevention and combating of domestic violence according to the provisions of the Istanbul Convention (introducing of the Provisional protection order- 2018) and she also contributed significantly at the elaboration of the first integrated national strategies in the field of gender equality and preventing and combating domestic violence/ preventing and combating sexual violence.
