Mădălin-Irinel Niculeasa

Mr. Niculeasa specializes in tax, regulatory and commercial litigation. He acted on behalf of major domestic and international companies in front of tax authorities and state courts and in commercial arbitration proceedings before the International Chamber of Commerce (Paris and London). Mr. Niculeasa has particular experience in relation to complex technical tax and regulatory files, being involved in projects where sectorial experience, in-depth knowledge and skills and the ability to manage multiple legal work-streams in the same time were essential for Clients.

His broad understanding of the legal system allowed him to successfully coordinate major projects involving a large number of cases related to employment law and consumer protection, by establishing the main lines of the substance arguments and the procedural strategies.

Mr. Niculeasa was a partner and a senior associate with two of the first tier law firms in Romania, handling a wide variety of legal aspects in the area of litigation, tax and regulatory.

In addition to his work as counsel, Mr. Niculeasa is the author of a Tax law treaty and of the first complete comment of the Public Procurement Law. Also, he has published a large number of legal analyses and books in specialized reviews in the area of tax, public procurement, regulatory and constitutional law. He holds a Doctorate in legal sciences, granted by the University of Bucharest, following a thesis on the collection of tax obligations.

Prior to working as counsel, Mr. Niculeasa was Assistant Professor in European law at the Titu Maiorescu University. Mr. Niculeasa is a member of the Bucharest Bar Association as of 2002. He is a member of the Aspen Institute since 2011.
