Ligia Cecilia Popescu is a Partner and the Head of Dispute Resolution (Litigation/Arbitration) and Public Procurement practice at Wolf Theiss’ Bucharest office. Ligia spent her formative years as a diplomat in the Romanian Ministry of Foreign Affairs specializing in economic diplomacy and investment law. She has over 29 years of experience gained as a private practice lawyer in first tier law firms in Bucharest and the City of London. Ligia successfully advises multinationals and investment funds in complex transnational arbitration and litigation matters in various industries, including without limitation:energy, construction, agribusiness, financial services. She specializes in investment law disputes, construction law, fiscal litigation, competition, public procurement, IP/IT, white collar crime.

Ligia is a licensed public procurement expert and a regular contributor to legal magazines, TV talk shows and international conferences on arbitration, litigation, competition and public procurement matters.

A graduate of the Law School of the Bucharest University (1994), she also holds a LL.M. in Business Law and European Law (Competition/Financial Services) from the London School of Economics and Political Science (LSE) (2004). She is a member of the Bucharest Bar since 1994 and in the Ilfov Bar since 2012.
