Ioana Cercel

Position
Ioana Cercel joined D&B in 2011 and is part of the litigation department, being specialized in commercial, administrative and competition litigation, as well as employment law. Since 2020 she is a managing associate in the litigation and employment law team.

During her time at D&B, Ioana gained extensive experience in competition litigation. Her career highlights include being part of the team that assisted Eni Romania and Lukoil Romania in  challenging the decision of the Competition Council which imposed the highest fines in the history of the authority to several companies acting on the fuel market for a supposed cartel, having obtained a reduction of the fines received by the two companies by approximately 20%.

Her experience in administrative litigation includes being part of the team that obtained the cancellation of a closed ammunition procurement procedure organized by derogation from the public procurement law, with an estimated value of approximately 2.5 million euros, as well as representing an important electronics retailer in successfully challenging the sanctions imposed by the tax authorities and the National Council for Audiovisual which had led to the interdiction to use its commercial slogan.

Ioana has also specialized in employment law, coordinating complex projects, including restructurings and dismissals of employees from the clients’ top management.
