

Anca Ginavar
Anca Ginavar is a Romanian architect, certified urban and regional planner, being the Director of the Technical Directorate, Regional Development and Infrastructure General Directorate within the Ministry of Development, Public Works and Administration.
Since she joined the ministry in 2006, she has held many senior positions as Director for Urban Strategies and Policies, Deputy Director General for Spatial Planning, Urban Development and Housing Policies, Director General for Territorial Development. Currently, her main responsibilities are the coordination of the activity of territorial and urban planning and construction at central level, technical coordination of the spatial planning and construction domain, including sustainability, energy efficiency and seismic resilience of the building stock. She contributes actively to the conception, development, implementation and impact assessment of the public policies and legislation and is representing Romania in several expert working groups organized by the European Commission and Council of Europe on the urban development, spatial planning, construction and architectural issues.
During her career she served in several professional commissions, as National Commission for Territorial Development, National Commission for Historical Monuments, Steering Committee of Romanian Register of Urban and Territorial Planners, Scientific board of Danube Delta Biosphere Reservation. She was Vice-President of the Committee of Senior Officials of Conference of European Ministers responsible for Spatial Planning at Council of Europe. She is a also certified trainer for public administration with an international experience.
Anca Ginavar is associate lecturer at the University of Architecture and Urban Planning “Ion Mincu” in Bucharest and at the Faculty of Law of the University of Bucharest, were she was one of the founders of the M. Sc. Program in spatial planning and urban development law. She is teaching legislation and public policies in urban planning, construction and urban management.
Prior to joining the public administration, she was involved in international and national projects in urban planning and architecture, as an architect and urban planner and also in implementing international civil society projects on citizen participation and urban sustainability.
She holds a B.A. in Architecture, a M. Sc. in integrated urban development from a French- Romanian master program and a Ph. D in urban planning, from the University of Architecture and Urban Planning “Ion Mincu” from Bucharest, based on a French Government scholarship at Institute National de Sciences Appliqués de Lyon, France, Unite Mixte de Recherché – Centre National de la Recherché Scientifique 5600.
Her commitment to sustainability is reflected in 24 years of international experience in the field of design, implementation and evaluation of urban planning and build environment strategic development policies, programs and projects. She was awarded French Republic’sKnight of the National Order of Merit.
